Ad regulations
RESTRICTED — Legal betting is a Hong Kong Jockey Club (HKJC) monopoly covering only horse racing, fixed-odds football (overseas matches) and the Mark Six lottery. All other gambling (bookmaking, casinos, and offshore/online betting) is illegal; the Gambling (Amendment) Ordinance 2002 criminalises promoting or advertising offshore & internet gambling to HK residents.
RESTRICTED — Legal but tightly licensed. The SFC runs a mandatory VATP (virtual-asset trading platform) licensing regime (in force since 1 Jun 2023); the Stablecoins Ordinance took effect 1 Aug 2025 (HKMA licenses fiat-referenced stablecoin issuers, min. HK$25M capital). Retail may trade only on SFC-licensed platforms; ads must not steer users to unlicensed/offshore venues. Regulators: SFC + HKMA.
RESTRICTED — Governed by the Control of Obscene and Indecent Articles Ordinance (Cap. 390). Obscene (Class III) material is banned from publication; indecent (Class II) requires 18+ restriction, opaque wrapper/statutory warning (incl. online entry-warning pages). Advertising obscene articles is an offence. Prostitution is not itself illegal but soliciting, brothels and advertising are.
ALLOWED — No specific restrictions; mainstream dating apps operate freely. General advertising standards plus obscenity/decency rules (COIAO) apply to any explicit creative.
RESTRICTED — Heavily regulated. Money lenders need a licence (Money Lenders Ordinance Cap. 163; interest cap 48% p.a., extortionate threshold 36%) with tightened advertising standards and mandatory credit-data checks. Securities/investment promotion is regulated by the SFC, banking by the HKMA, insurance by the Insurance Authority.
RESTRICTED — The Undesirable Medical Advertisements Ordinance (Cap. 231) prohibits/limits ads claiming to treat or prevent listed diseases and restricts six groups of health claims on orally-consumed products (Schedule 4). Enforced by the Department of Health (Drug Office); penalties up to HK$100k + imprisonment. Medicines are separately registered.
