Cayman Islands
Tier 2Everything a marketer needs before entering Cayman Islands: economy, platforms, ad rules, payments and audience.
Economy & income
- Currency
- Cayman Islands dollar (KYD, CI$ / $)
- FIXED peg to the US dollar at KYD 1 = USD 1.20 (so USD 1 ≈ KYD 0.83; banks buy USD ~0.82 / sell ~0.84) since 1974. USD circulates freely alongside KYD across the islands
- GDP per capita
- ~$104,000 nominal (2024, World Bank NY.GDP.PCAP.CD — among the world's highest; 2023 ~$97,750)
- ~$87,000 PPP (2023, World Bank ICP)
- Note: ESO 2024 nominal GDP ~$6.38bn against the higher ~88.8K resident count implies ~$72K — the World Bank uses a lower population denominator
- Average salary
- ~$7,800 net/mo (Numbeo self-reported panel, mid-2026: ~CI$6,500/mo; Wise 2026 ~$7,700) — skews affluent/expat
- With NO income tax, gross ≈ net (minus ~5% pension + health insurance)
- Official ESO median is far lower (see below)
- Median salary
- ~$4,800/mo (CI$4,000/mo; Cayman ESO Occupational Wage Survey 2023 — workforce-wide median, ~CI$48,000/yr)
- Minimum wage
- National minimum wage CI$8.75/hr from 1 Jan 2026 (~US$10.50/hr; up from CI$6.00 held since 2016) → ~$1,820-2,050/mo at 40-45h/wk
- Domestic/live-in workers a separate CI$6.56/hr (~US$7.87) floor
- Cost of living
- Very High — Numbeo (2026): single person ~$1,463/mo excl. rent in George Town (higher than New York)
- import-dependent, utilities ~2× US prices, clothing ~80%+ above US
- Inflation +35% 2016-2024
Digital landscape
- Population
- ~75.2K (Jan 2025, DataReportal, UN-based)
- official ESO estimate is far higher — year-end 2024 ~88,833 / mid-2024 ~87.9K — because DataReportal undercounts Cayman's large work-permit/expat population
- Internet & social %s below use the 75.2K denominator. 100% urban
- a microterritory, not millions
- Internet users
- 81.1% (~60.9K users, Jan 2025)
- 18.9% offline — headline penetration understated by ad-attribution limits in a tiny, affluent market where effective access is near-universal
- Social media users
- 72.2% (~54.3K identities, Jan 2025; +4.8% YoY)
- = 89.5% of adults 18+. 50.8% female / 49.2% male
- Counts registered identities, not unique people
- Mobile connections
- 126K cellular connections = 168% of population (Jan 2025)
- 97.7% broadband (3G-5G)
- Devices
- desktop ~52.8% / mobile ~45.3% / tablet ~1.9% (StatCounter, Jun 2026) — desktop-heavy vs global norm (offshore-finance/office hub)
- Ad spend
- n/a — DataReportal's Cayman Islands report publishes no ad-spend figures
- the territory is not measured as a standalone ad market and is effectively addressed within US/Caribbean English-language buys
- Top social platforms
- Messengers
- WhatsApp (dominant everyday messenger — US/Caribbean default)
- Facebook Messenger (~36.3K / 48.2% reach)
- iMessage (very high on the ~63% iOS base)
- Instagram DM
- Telegram (niche/communities)
Ad regulations
BANNED — gambling is illegal in all forms (casino, table games, bingo, lotto, betting, sports betting and ALL online gambling) under the Gambling Act (2016 Revision, as amended); foreign online sportsbooks are blocked. Only charitable raffles/permits are exempt. Penalties up to CI$10,000 fine and/or ~4 years. A 30 Apr 2025 referendum on a national lottery failed to bind government. No licensing regime and no gaming regulator; enforced by the RCIPS
LEGAL — regulated by the Cayman Islands Monetary Authority (CIMA) under the Virtual Asset Service Providers Act (2024 Revision). Phase 2 licensing live since 1 Apr 2025 (policy gazetted 23 May 2025): custody providers & trading platforms now need a CIMA licence (not just registration); ~19 VASPs registered as of Feb 2026 (incl. Crypto.com). A leading offshore domicile for crypto funds/token issuers; token marketing must meet CIMA standards
RESTRICTED — adult pornography is not itself illegal but is controlled under obscenity law (Penal Code s.157 'obscene publications') and a Prohibited Publications Order; child sexual content is heavily criminalised (15-25 yrs). Conservative, church-going society; no public-facing adult advertising
ALLOWED — no dating-specific ban; mainstream apps operate (served via the US). Standard consumer-protection and Data Protection Act (2021 Revision, GDPR-style) rules apply. Note the socially conservative context around LGBTQ creative (same-sex marriage not recognised; civil partnerships since 2020)
RESTRICTED — a major global offshore-finance centre supervised by CIMA; financial services/promotions must be clear, fair and not misleading. Consumer credit is lightly regulated (no statutory interest cap, though a common-law usury doctrine applies; a Consumer Protection & Guarantees Bill is still pending). AML/KYC obligations are strict
RESTRICTED — medicines regulated under the modernised Pharmacy Act (2024) & Health Practice Act (2021 Revision); the Pharmacy Council licenses import/dispensing, BANS internet/mail-order pharmacies with no on-island premises, and requires English-language leaflets. Health/supplement claims controlled; no public prescription-drug advertising
- CIMA – Cayman Islands Monetary Authority (finance, crypto/VASPs, insurance, AML)
- URCO/OfReg – Utility Regulation and Competition Office ('Truth in Advertising' rules, mainly utilities/telecoms/fuel)
- Department of Commerce & Investment / DCI (consumer/trade)
- Pharmacy Council & Health Practice Commission (medicines)
- Ombudsman (Data Protection Act / e-marketing)
- No dedicated ASA-style ad regulator — US/UK ad norms are the de-facto reference
- RCIPS enforces the gambling ban
- British Overseas Territory under English common law
- NOT part of the UK, US or Jamaica
- NO direct taxes at all — no income, sales/VAT, capital-gains, corporate or property tax — giving very high disposable income
- GDPR-style Data Protection Act (2021 Revision) with an Ombudsman governs privacy & electronic marketing (opt-in)
- Socially conservative, Christian-majority society
- gambling is fully prohibited
Payments & behaviour
- Payment methods
- Debit/credit cards — Visa & Mastercard dominant (Amex common with tourists/affluent; Discover, Diners, UnionPay accepted by some banks)
- Contactless / mobile tap (mainstreamed post-COVID)
- Bank transfer / online banking (KYD & USD)
- Cash (KYD & USD — declining, small everyday purchases)
- PayPal (favoured online for buyer protection)
- E-wallets
- Apple Pay (high on the ~63% iOS base)
- Google Pay
- PayPal
- Bank card wallets via local processors (Cayman National, Cayman Gateway/FAC)
- Cash on delivery
- Negligible — card/contactless-first
- digital payments >60% of retail (2023)
- Cash remains a small fallback
- E-commerce
- High & growing ~15-20%/yr
- ~85%+ smartphone ownership, strong 4G/5G
- Mobile ~35% of e-commerce
- desktop still leads higher-value orders
- AOVs above regional norms (often >$150 in electronics/luxury)
- Heavy cross-border buying from US retailers via freight-forwarding/Miami consolidation (import duty ~22-27%)
- Notes
- USD accepted alongside KYD, so offer USD checkout + Apple/Google Pay
- BNPL is nascent (low traction)
- Clearly show landed cost incl
- Cayman import duty and freight-forwarding options for best conversion
Audience & culture
- Languages
- English (official & near-universal — ~79.3% speak it at home; business/government)

- Cultural notes
- Affluent, English-speaking, US-oriented but proudly a British Overseas Territory (never call it part of the US, UK or Jamaica)
- Extremely high disposable income and near-universal card use, but a socially conservative Christian majority — keep creative tasteful, avoid gambling (illegal) and edgy adult/LGBTQ angles
- Very multinational: ~half the population are expats (Jamaican, Filipino, British, US, Canadian), so mix local + international relevance

-
Evenings ~19:00-22:00 EST (prime) plus a lunch window ~12:00-13:00; weekday commute mornings for mobile/news; LinkedIn/finance B2B in weekday daytime — align to US Eastern time🕐 In your time zone (approx.):
- Creative taboos
- Gambling is fully ILLEGAL — never promote betting/casino/lottery
- Conservative Christian majority: keep adult/LGBTQ angles restrained (same-sex marriage not recognised). 'Tax haven' framing is politically sensitive
- Do NOT call Cayman part of the US, UK or Jamaica (it is a self-governing British Overseas Territory)
- Respect Sunday/church observance
- Also worth knowing
- No direct taxes of any kind (no income/sales/VAT/capital-gains) — one of the world's highest-income, highest-AOV consumer bases; shoppers price on landed cost + import duty, not tax.
- Gambling is entirely banned (rare in the region), so iGaming affiliation can't run domestically — but Cayman is a CIMA-regulated crypto/VASP and offshore-finance hub, making finance & fintech the real B2B/affiliate opportunity.
- Strongly US-oriented: USD spends everywhere alongside KYD (pegged 1 KYD = 1.20 USD), EST time zone, iPhone-heavy, and US retailers reached via Miami freight-forwarding. Too small to run standalone — bundle into US/Caribbean English campaigns.
Indicative reference — always confirm the current rules with the official source before you run.
