Ad regulations
LEGAL — Malta is the EU's iGaming licensing hub (Malta Gaming Authority, MGA). Advertising heavily regulated: no targeting/featuring minors, must state legal age, responsible-gaming advice ≤2 clicks away, no misleading promos, no implying solitary play is preferable (Gaming Commercial Communications Regs, SL 350.25).
LEGAL — pioneer Virtual Financial Assets (VFA) framework since 2018, now transitioning to EU MiCA; providers require CASP authorisation from the MFSA. Ads must disclose risk and must not imply regulatory endorsement.
RESTRICTED — pornography legal for adults but public display banned; adult shops must be 18+ gated with warnings; 'extreme pornography' criminalised (up to 3 yrs / €6,000). EU DSA age-verification duties apply.
ALLOWED — no dating-specific restrictions; standard EU consumer-protection, GDPR and DSA rules apply.
RESTRICTED — consumer credit supervised by the MFSA; APRC capped at 16% on consumer credit; financial promotions must be clear, fair and not misleading, no implied endorsement (Consumer Credit Directive II transposed via MFSA circular, Nov 2025).
RESTRICTED — food supplements may not claim to prevent, treat or cure disease (implements EU Dir 2002/46/EC; sold as 'food supplement'); medicinal-product advertising controlled by the Malta Medicines Authority; borderline products classified case-by-case.

- Creative taboos
- Abortion is fully banned and deeply divisive — avoid
- Strong Catholic identity — don't mock religion
- Party politics (PL vs PN) is intensely tribal
- Bird hunting/trapping is emotive
- Conversely very LGBTQ-friendly (EU #1)
- Use English or an EN/MT mix
- formal Maltese-only can feel off for younger audiences.
- Also worth knowing
- iGaming is roughly 8-12% of GDP and the gravitational centre of Malta's ad/affiliate economy — it is the EU's online-gambling HQ.
- ~25%+ of residents are foreign nationals (expats & iGaming workers), so the reachable audience is English-first and multicultural despite the tiny population.
- Near-universal English fluency + Eurozone + full EU rules make Malta an easy, high-value test market — but real scale comes cross-border, not from the small domestic base.
Indicative reference — always confirm the current rules with the official source before you run.
