Tanzania

Tier 3

Everything a marketer needs before entering Tanzania: economy, platforms, ad rules, payments and audience.

Economy & income

1 USD = 2628.5 TZS live rate
Currency
  • Tanzanian shilling (TZS, TSh)
  • ~2,600–2,650 per USD (mid-2025) and ~2,615–2,635 per USD (14 Jul 2026, Bank of Tanzania/market) — relatively stable with mild depreciation
  • the BoT runs a managed float
GDP per capita
  • ~$1,190 nominal (2024, World Bank) rising to ~$1,290 (2025 est., IMF WEO; total GDP ~$85–90bn — one of East Africa's larger economies but low-income)
  • ~$4,200 PPP (2024, World Bank, current int'l $; other sources ~$3,700)
Average salary
  • ~$245–265 gross/mo (avg gross ~TZS 650,000–700,000; wage.is/worldsalaries/Numbeo, 2025–26)
  • net average ~TZS 693,000/mo (~$265)
  • Formal wage employment is a small minority — most work is informal agriculture, fishing & trade
Median salary
  • ~$75/mo (median ~TZS 200,000, TICGL 2025) — far below the mean, which is skewed by high earners
  • no single clean official national median wage, and most workers are informal/uncaptured
Minimum wage
  • Sector-varying, no single national figure — lowest sectors TZS 175,000/mo (~$66), domestic workers TZS 80,000, up to TZS 644,000 (telecoms) & 695,900–765,900 (mining)
  • The new 2025 order (GN 605A, 13 Oct 2025) raised the private-sector average ~33.4% from TZS 275,060 to 358,322/mo (~$135), effective 1 Jan 2026
Cost of living
  • Low — Numbeo cost-of-living well below Western cities
  • Dar es Salaam 1-bed city-centre rent ~TZS 700k–1.1M (~$270–420)/mo, cheaper elsewhere
  • Numbeo sample for Tanzania is thin (flag)
  • TICGL notes wages lag the rising cost of living

Digital landscape

Population
69.5 million (Jan 2025, DataReportal Digital 2025 Tanzania; 38.5% urban / 61.5% rural; mainland + Zanzibar, growing ~2.9%/yr)
Internet users
  • 29.1% (~20.2M users, Jan 2025) — the offline majority is ~70.9% (~49.3M)
  • fixed download ~18.7 Mbps
Social media users
  • 9.7% (~6.75M identities, Jan 2025; 40.3% female / 59.7% male) = 19.0% of the 18+ population
  • +~20% YoY — low headline penetration and social-ID counts undercount real messenger-era reach
Mobile connections
  • 79.0M cellular connections = 114% of pop (Jan 2025)
  • ~85.8% on mobile broadband (3G/4G)
Devices
  • mobile ~63.6% / desktop ~35.7% / tablet ~0.7% (StatCounter, Jun 2026) — mobile-first, though the desktop share reads higher than SIM data implies (shared-PC/cyber-café & measurement effects)
  • real personal access is overwhelmingly phone-based (114% SIM, ~93% Android)
Ad spend
  • Digital ad spend ~$43.5M (2024) → ~$46M (2025 est., Statista) within a total ad market of ~$123M (2025)
  • small but growing (~6%/yr) — TV & radio still take the bulk of spend
Top social platforms
Facebook ~6.75M ad reach — the mass-reach leader, Marketplace & groups
Instagram ~3.70M reach — urban/aspirational, 5.3% of pop
LinkedIn ~1.50M members — professional/B2B
X/Twitter ~666K reach — news/politics; note the platform was blocked in Tanzania in 2025
  • TikTok — very large & fast-growing among under-30s — DataReportal published no TZ reach figure, but it rivals Facebook with youth
  • YouTube — huge for Bongo Flava music & how-to video — among the most-used platforms; no published TZ ad-reach number
Messengers
  • WhatsApp (dominant — primary chat, groups, business catalogues & social commerce)
  • Facebook Messenger (~1.30M reach)
  • Telegram (growing — betting tips, deals, crypto & file/news channels)
  • Instagram DM / Snapchat (younger urban); mobile money (M-Pesa etc.) is the money layer alongside chat

Ad regulations

Gambling & betting Restricted

RESTRICTED (legal & licensed) — Legal and regulated since 1999; the Gaming Board of Tanzania (GBT) is the sole licensing authority (Gaming Act, Cap 41). Online sports betting & internet casino are licensable; foreign operators face a minimum ~USD 500,000 investment threshold. Football-driven sports betting is hugely popular among young men; ads must carry 18+/responsible-gambling messaging

Crypto Banned

BANNED (as means of payment) — The Bank of Tanzania's public notices (2019, since reiterated) state the shilling is the only legal tender and warn against crypto; there is no licensing framework and unlicensed e-money issuance is barred (National Payments System Act 2015). BUT the Finance Act 2024 (eff. 1 Jul 2024) added a 3% withholding tax on digital-asset exchanges (de-facto tax recognition) and the BoT completed a CBDC feasibility study (Aug 2025). Grassroots P2P persists — treat as high-risk/grey

Adult Banned

BANNED — Pornography is fully prohibited under the Electronic & Postal Communications (Online Content) Regulations 2020 (EPOCA); the TCRA actively filters explicit sites and Tanzania is listed among countries with a total porn ban. Online content publishing needs a licence, and circumventing blocks via unauthorised VPN can be penalised. Do not run adult creatives

Dating Restricted

RESTRICTED — Mainstream heterosexual dating apps (Tinder, Badoo, local sites) operate, but same-sex activity is criminalised (up to 30 years to life imprisonment) and socially taboo, and the Online Content Regulations bar 'immoral'/obscene material. Keep all creatives strictly heterosexual, modest & religion-respectful

Finance & loans Restricted

RESTRICTED — Digital lenders must be licensed under Tier 2 of the Microfinance Act 2018 and follow the BoT Guidance Note (27 Aug 2024): full cost disclosure, ethical collection (no harassment/contact-scraping), and Personal Data Protection Act 2022 compliance; the BoT publishes lists of approved vs unapproved apps and can suspend/sanction offenders. Only promote BoT-approved lenders

Nutra & pharma Restricted

RESTRICTED — The Tanzania Medicines & Medical Devices Authority (TMDA) regulates medicines, supplements & health products (Cap 219); s.68 bars promotion/advertising of medicinal products, devices & biocidals unless pre-approved by the Authority, and only registered products may be advertised. Health/nutra claims need TMDA clearance

Regulators
  • Gaming Board of Tanzania — GBT (gambling)
  • Bank of Tanzania — BoT (banking, e-money, mobile money, crypto, digital lending)
  • Tanzania Communications Regulatory Authority — TCRA (telecom & online content/licensing)
  • Tanzania Medicines & Medical Devices Authority — TMDA (health/pharma/supplements)
  • Fair Competition Commission — FCC (consumer/advertising)
Notes
  • Conservative, morality-focused online regime — the 2020 Online Content Regulations (EPOCA) require content licences and criminalise a broad 'prohibited content' list
  • X/Twitter was blocked in 2025. Society is religious (Christian & Muslim) — avoid LGBTQ+, nudity & anti-religious themes
  • Swahili-first creatives win
  • betting & mobile-money-funded offers are the commercial sweet spots

Payments & behaviour

Payment methods
  • Mobile money (the dominant rail — ~60.8M registered accounts Sep 2024, ~311M transactions/mo). M-Pesa (Vodacom) leads with ~37–41% share, then Mixx by Yas/Tigo Pesa ~24–32% & Airtel Money ~19–21%; the top three cover ~85–89% of the market
  • Cash / cash-on-delivery (still common for everyday retail & e-commerce)
  • HaloPesa (Halotel ~10%), T-Pesa (TTCL) & Azampesa — smaller wallets
  • Bank cards — Visa/Mastercard (minority, urban; low card penetration) & gateways (Selcom, ClickPesa, DPO/Flutterwave)
E-wallets
  • M-Pesa (Vodacom — market leader)
  • Mixx by Yas (formerly Tigo Pesa)
  • Airtel Money
  • HaloPesa (Halotel)
  • T-Pesa (TTCL) / Azampesa
Cash on delivery
  • COD remains common for online orders given low card use and trust gaps, but mobile-money prepay (push-to-pay) is increasingly the default checkout
  • wallets have been interoperable across networks since 2022
E-commerce
  • Low but growing & strongly mobile-first
  • Jumia is the main formal marketplace, alongside classifieds (Jiji, Zoom Tanzania), Kariakoo Online & heavy social commerce via WhatsApp/Instagram
  • Trust, delivery outside Dar es Salaam & logistics remain barriers
Notes
  • Mobile-money-first market — any offer/checkout MUST support M-Pesa/Airtel Money/Mixx (push-to-pay)
  • Card penetration is negligible
  • design around mobile money + COD, not cards
  • Affiliate/creator payouts typically ride mobile money or bank transfer

Audience & culture

Languages
  • Swahili/Kiswahili (national language & everyday lingua franca — unifies the country)
  • English (official — business, higher education, government & many formal ads)
  • Arabic (religious use; Zanzibar)
  • 100+ ethnic community languages (Sukuma the largest, plus Chagga, Haya, Nyamwezi, Makonde, etc.)

Median age
17.5 years (DataReportal, Jan 2025) — an extremely young population

Cultural notes
  • Young, mobile-first, football-mad (English Premier League huge) and music-obsessed — Bongo Flava is a national identity & export
  • Strong communal/family values
  • religiously conservative (Christian & Muslim)
  • Price-sensitive, WhatsApp- & TikTok-driven sharing
  • sports betting is very popular among young men
  • Swahili is the emotional language of advertising
Where to find creators
  • Instagram
  • TikTok

Creative taboos

Also worth knowing
  1. Mobile money is THE rail — support M-Pesa/Airtel Money/Mixx push-to-pay or you lose the market; card penetration is negligible.
  2. Sports betting + mobile loans are the killer verticals, funded straight from wallets.
  3. Audience is extremely young (median 17.5) & Swahili-first — localise creatives in Kiswahili, not just English.
  4. Very Android-heavy (~93%) & data-cost-sensitive — keep landers light.
  5. Conservative content regime (EPOCA licensing; X blocked 2025) — keep creatives modest, no adult/LGBTQ+/anti-religious angles.

Indicative reference — always confirm the current rules with the official source before you run.
