Gambling & betting Restricted

RESTRICTED — state monopoly: since Law 291/2016 ALL online gambling (lottery, casino, betting, slots) is the exclusive right of the state-owned National Lottery of Moldova (Loteria Națională), holding >75% of the market; private operators are barred from online and limited to land-based casinos (foreign ownership capped at 49%). Greentube/Novomatic supplies the Lottery's online casino (from Jan 2025); foreign sites aren't heavily blocked but there is no local licensing route

Crypto Legal

LEGAL — owning, trading & converting crypto is permitted but it is NOT legal tender and cannot be used to pay for goods/services (leu only); the National Bank treats it as a digital asset. A comprehensive EU-MiCA-aligned framework is being drafted (income/gains to be taxed at 12%), promised by the NBM by end-2026 — currently a legal grey zone with no licensed VASP regime yet

Adult Restricted

RESTRICTED — no outright ban on adult pornography for adults, but distribution is constrained by public-morality rules and kept off mainstream/broadcast media; child sexual abuse material is criminalised (Criminal Code Art. 208¹) and ISPs can be ordered to block illegal content; prostitution is an administrative offence

Dating Allowed

ALLOWED — mainstream dating apps (Tinder, Badoo, Mamba, Bumble) operate freely with no specific restriction; society is socially conservative and heavily Orthodox, and LGBTQ+ themes are legal but sensitive

RESTRICTED — from 2026 unified responsible-lending rules apply to banks and non-bank lenders alike (CNPF supervises non-banks, NBM supervises banks): total-cost-of-credit cap (~50% APR in lei / 25% in FX), fee & penalty caps, and a debt-service-to-income limit of 40% of net income to curb over-indebtedness; non-bank lenders are ~19% of credit

RESTRICTED — prescription-medicine advertising to the public is banned (allowed only in specialist medical/pharma publications & professional events); using doctors', scientists' or celebrities' image/name to promote medicines is prohibited, as is giving the public free samples; OTC ads and food supplements (which may not claim to treat disease) are regulated.
