RESTRICTED — mostly illegal; land-based limited to licensed operators (Genting casino for non-Muslims; licensed lotteries Sports Toto/Magnum/Da Ma Cai; horse racing). Online gambling illegal & unregulated; advertising to Muslims forbidden; MCMC blocked 24,000+ sites (39% gambling) and 2025–26 reforms criminalize promoting illegal gambling (influencers liable). Gambling is haram for Muslims.
RESTRICTED — not legal tender; digital assets regulated as securities by the Securities Commission Malaysia (SC). Trading only via SC-registered Digital Asset Exchanges (Luno etc.); DAX promotion/advertising tightly controlled; SC ran a 2025 consultation (No. 3/2025) to enhance the framework.
