Gambling & betting Banned

BANNED — a total 10-year ban on all games of chance has been in force since 2019 (after two casino-linked killings) and runs to 2029; Kosovo issues NO gambling/betting licences. The only exception is the state lottery (Lotaria e Kosovës). Online and crypto gambling are illegal — one of the strictest regimes in Europe. Betting affiliates realistically target the diaspora only

Crypto Legal

LEGAL — newly regulated. Law No. 08/L-295 on Crypto-Assets underpins the Central Bank (CBK) Regulation on Licensing of Crypto-Asset Service Operators, adopted 29 Aug 2025 and MiCA-aligned; effective ~end-Nov 2025 with a 90-day window for operators to seek a CBK licence. Issuance/exchange/custody now require licensing + oversight (CBK, Tax Administration, Financial Intelligence Unit). Note: a 2022 crypto-MINING ban (energy crisis) still stands

RESTRICTED — no explicit statutory porn ban, but a Muslim-majority (though largely secular) society plus broadcast-decency rules under the Independent Media Commission (KPM/IMC) keep adult material off mainstream/broadcast channels; adult ads are not accepted on mainstream inventory
