Ad regulations

Gambling & betting Restricted

RESTRICTED — online betting & casino legalized and licensed under the new Gambling Regulatory Authority Act No.16 of 2025 (in force 1 Dec 2025), replacing older grey-market laws; advertising is restricted and unlicensed promotion is an offense (fines up to LKR 10M / imprisonment). Very high affiliate demand.

Crypto Restricted

RESTRICTED — not legal tender; banned as a means of payment and for debit/credit-card transactions under the Foreign Exchange Act; no licensed exchanges; CBSL issues repeated risk warnings; investing tolerated in a legal grey area; FIU-registration framework planned.

Adult Banned

BANNED — pornography illegal under the Obscene Publications Ordinance (No.4 of 1927); porn sites filtered/blocked by TRCSL; possession/viewing has been prosecuted.

Dating Allowed

ALLOWED — legal but culturally conservative; matrimonial/arranged-marriage sites are mainstream, casual dating apps operate but are socially sensitive.

Finance & loans Restricted

RESTRICTED — licensed banks/finance companies regulated by CBSL; unregulated digital, microfinance and payday lenders operate in a grey area with documented predatory-lending concerns; Microfinance Act No.6 of 2016 is weak on digital lenders.

Nutra & pharma Restricted

RESTRICTED — all medicine/health advertising needs prior written NMRA (National Medicines Regulatory Authority) approval; claims to treat/cure listed diseases to the public are banned; nutra/supplement claims are heavily scrutinized.

RegulatorsTRCSL (telecom/internet & site blocking), CBSL (finance, crypto, payments), NMRA (medicines/health ads), Gambling Regulatory Authority (gambling, from Dec 2025), Consumer Affairs Authority (advertising/consumer protection)
Notes
  • Conservative Buddhist-majority society
  • creatives must avoid religious (esp. Buddhist imagery/monks) and Sinhala–Tamil–Muslim ethnic sensitivities
  • TRCSL periodically blocks sites and has imposed nationwide social-media shutdowns during unrest
  • the Dec 2025 gambling regime newly formalizes a previously grey but high-volume vertical.

  • Mobile wallets
E-wallets
  • eZ Cash (Dialog)
  • mCash (Mobitel)
  • FriMi (Nations Trust Bank)
  • Genie (Dialog)

  • Daraz pushes COD alongside Daraz Wallet.
E-commerce
  • Low but rising — e-commerce is only ~2–5% of retail
  • Daraz, Kapruka, ikman.lk (classifieds) and MyDeal lead
