Ad regulations

Gambling & betting Restricted

RESTRICTED — Licensed & regulated under Law 1/2010 (updated 2022/2024); casinos, lotteries and sports betting require a licence from the IGJ. Online SPORTS betting is legal & licensed (since 2009); online casinos have no licensing regime (grey area). Betway, Premier Bet etc. operate.

Crypto Restricted

RESTRICTED — Not legal tender and unregulated as a currency (2018 central-bank warning against use). Since Aviso 4/GBM/2023 virtual-asset service providers must register with Banco de Moçambique (AML/supervision). Mining is legal; no specific crypto tax.

Adult Restricted

RESTRICTED — No explicit pornography ban, but socially conservative; decency and child-protection provisions apply and mainstream ad platforms reject adult creatives. No dedicated regulator.

Dating Allowed

ALLOWED — No specific restrictions; Tinder, Badoo and OkCupid are used. Small paying audience and conservative/religious norms limit aggressive casual-dating angles.

Finance & loans Restricted

RESTRICTED — Banks, microfinance and consumer credit are regulated by Banco de Moçambique with disclosure rules; mobile-money (M-Pesa) is the main rail. Watch predatory-lending and APR-disclosure compliance.

Nutra & pharma Restricted

RESTRICTED — Medicine promotion overseen by the Ministry of Health; labelling must be in Portuguese (INNOQ standards) and health claims controlled. Tobacco advertising is BANNED; alcohol advertising is time/place-restricted (enforced by INAE).

Regulators
  • No single advertising authority: INAE (National Inspectorate of Economic Activities) enforces ad-content rules (e.g. alcohol)
  • IGJ (gaming, under Ministry of Economy & Finance)
  • Banco de Moçambique (finance/crypto)
  • Ministry of Health (pharma)
  • INCM (telecoms)
Notes
  • Portuguese-language creatives effectively required for regulated goods
  • Tobacco ads fully banned, alcohol ads restricted
  • Political risk is real: authorities imposed repeated internet/social-media shutdowns during the Oct 2024–early 2025 post-election unrest, driving mass VPN use
  • Online casino and crypto sit in legal grey zones.

Payments & behaviour

Payment methods
  • Cash (dominant, especially informal trade & delivery)
  • Mobile money — M-Pesa (Vodacom, 6M+ active users, 54k agents), e-Mola (Movitel), mKesh (Tmcel); interoperable since 2022
  • Cash on delivery / pay-on-pickup (main e-commerce method)
  • Bank transfer & cards (Visa/Mastercard, low penetration; local POS)
E-wallets
  • M-Pesa (Vodacom — clear market leader, free P2P)
  • e-Mola (Movitel)
  • mKesh (Tmcel)
Cash on delivery
  • High — COD and pay-on-delivery dominate the small e-commerce sector
  • card usage online is minimal
E-commerce
  • Very low / nascent
  • market projected to reach only ~US$306M by 2029 (Statista)
  • Logistics weak outside Maputo, Matola and Beira
Notes
  • Mobile money is the backbone of digital payments — mobile-money accounts exceed 100% of the adult population while formal bank penetration stays low
  • Design flows around wallets + COD, not cards.

Also worth knowing
  1. WhatsApp + Facebook effectively ARE the internet here — build funnels around them and use Portuguese creatives.
  2. Mobile money (M-Pesa/e-Mola/mKesh), not cards, is the payment rail — design COD + wallet checkouts.
  3. Only ~20% are online, concentrated in Maputo/Matola/Beira; cheap CPMs but a small, price-sensitive, high-volume audience — and beware election-time internet blackouts.

Indicative reference — always confirm the current rules with the official source before you run.
