Ad regulations

Gambling & betting Banned

BANNED — all gambling illegal under the Criminal Code + Islamic law; online gambling ('judi online') is a top national enforcement priority. Kominfo/Komdigi blocked 800,000+ URLs & 1.3M+ content items (Oct 2024–2025), froze 1,000+ accounts, police arrested 1,200+ in 2025; crypto-based betting and Polymarket also blocked (2026). No advertising whatsoever — promoting it is criminal.

Crypto Restricted

RESTRICTED — legal to own/trade as a regulated 'digital financial asset', NOT legal tender (rupiah only). Oversight transferred from Bappebti to OJK on 10 Jan 2025 (full transition by mid-2026); trading only via OJK-licensed exchanges (Indodax, Tokocrypto, Pintu); promotion allowed but must carry risk warnings and not mislead.

Adult Banned

BANNED — pornography illegal under the Pornography Act (Law 44/2008) + UU ITE (Law 11/2008, amended 2024); production, distribution and access criminalized; government DNS-blocks millions of adult sites. No adult advertising of any kind.

Dating Restricted

RESTRICTED — mainstream apps (Tinder, Bumble, local Setipe/Taaruf) are available and used, but Muslim-majority conservatism + Pornography/ITE laws make explicit or hook-up angles legally risky (sextortion, 'perbuatan cabul'); the new Criminal Code (KUHP, in force 2026) can penalize cohabitation/extramarital sex on complaint. Keep creatives modest.

Finance & loans Restricted

RESTRICTED — banks & fintech lending under OJK. P2P lending ('pinjol') tightly regulated by POJK 40/2024 (eff. Dec 2024): ~95 licensed platforms, hundreds of illegal ones blocked by Satgas PASTI, interest/fee caps, max ~Rp2B/borrower. Ads must not mislead; predatory illegal pinjol is a major enforcement target — grey demand is huge.

Nutra & pharma Restricted

RESTRICTED — drugs, health supplements ('suplemen kesehatan'), traditional medicine (jamu) and cosmetics need BPOM/NADFC registration + PRIOR ad approval; claims must be scientific, non-misleading and in Bahasa Indonesia; mandatory halal certification (BPJPH 'Gunungan' logo) by Oct 2026. Tobacco ads restricted (no product/act shown); alcohol ads heavily restricted.
