Ad regulations

Gambling & betting Restricted

RESTRICTED — legal but strictly local-only: casinos, betting, lotteries & online all need a licence held by an Armenia-registered entity; the Ministry of Economy & State Revenue Committee oversee and actively block foreign operators via ISP + payment blocks. Licence fees doubled from Apr 1, 2025 (annual hikes to 2028); a 10% turnover tax took effect Jul 1, 2025; 2026 reforms add spending limits, player protections and a centralised real-time bet-tracking system. Gambling advertising is heavily curbed

Crypto Legal

LEGAL — the Law on Crypto Assets was adopted 29 May 2025 (effective 4 Jul 2025), creating a licensing regime supervised by the Central Bank of Armenia; crypto is legal but not legal tender. Early licences were dominated by iGaming firms

Adult Restricted

RESTRICTED — production and distribution of pornographic materials is a criminal offence under the Criminal Code, and advertising adult content is prohibited; society is socially conservative and church-centred

Dating Allowed

ALLOWED — dating apps are legal and used (Tinder, Badoo, Mamba); no specific restriction, though the culture is family-oriented and conservative

Finance & loans Restricted

RESTRICTED — lending is legal and regulated by the Central Bank of Armenia with strict ad rules: terms like 'free' or '0%' are banned where any fee applies, and if a nominal rate is shown the actual annual percentage rate must appear with equal prominence, format and font size

Nutra & pharma Restricted

RESTRICTED — only non-prescription (OTC) medicines may be advertised in mass media, and each ad needs prior Ministry of Health permission with the permit details shown; unregistered, prescription or narcotic/psychotropic products are barred from advertising, and supplements may not claim to treat disease

Regulators
  • Gambling: Ministry of Economy + State Revenue Committee (SRC)
  • Crypto, banking, lending & payments: Central Bank of Armenia (CBA)
  • Pharma advertising: Ministry of Health
  • Advertising / competition / consumer: State Commission for the Protection of Economic Competition (SCPEC)
Notes
  • Defining feature is local-only gambling licensing with active blocking of foreign operators — grey-market iGaming offers face payment/ISP blocks
  • Crypto was newly licensed in 2025
  • pharma ads are pre-vetted
  • Prefer Armenian-language creative
  • Russian is widely understood (~65%) but use with care
  • Genocide Remembrance (Apr 24) and Artsakh/Karabakh topics are off-limits for commercial creative

Payments & behaviour

Payment methods
  • ArCa cards (Armenian national card scheme) + Visa / Mastercard debit & credit (dominant online)
  • Idram (largest e-wallet + QR network — 300+ services, ~26,000 QR points)
  • Telcell Wallet (large wallet; 600+ services, ~4,500 terminals; issues Visa digital cards)
  • Bank mobile apps & instant transfers
  • Cash & cash-on-delivery (declining but still used)
  • Apple Pay / Google Pay
E-wallets
  • Idram (market leader, QR)
  • Telcell Wallet
  • EasyPay
  • Fastshift
  • Apple Pay
  • Google Pay
Cash on delivery
Moderate but declining — COD still relevant on classifieds (list.am) and some online stores, but card, wallet and QR (Idram) share is rising fast, especially among younger users
E-commerce
  • Growing from a low base — list.am dominates classifieds/marketplace activity ('Avito' equivalent)
  • QR/wallet adoption expanding
  • cross-border shopping (AliExpress, Temu, Wildberries) is large
Notes
  • ArCa national switch plus Idram/Telcell wallets and strong remittance inflows underpin consumer payments
  • the Central Bank is actively pushing cashless adoption
  • BNPL is emerging but still limited

  • Russian (~65% speak/understand; widely used in business & media)

  • Armenian is preferred for locals
  • Post-2022 Russian relocant/IT inflow lifted disposable income and card usage
  • Family- and church-centred, socially conservative society

Peak activity
Weekday evenings ~20:00–23:00 local (UTC+4); lunchtime secondary bump; heavier weekend browsing
Creative taboos
  • Armenian Genocide (Apr 24) — never commercialise or trivialise
  • Nagorno-Karabakh/Artsakh, the 2020 war and 2023 exodus
  • relations with Azerbaijan and Turkey
  • domestic political polarisation (Pashinyan government vs opposition & Church)
  • Armenian Apostolic Church sensitivities and conservative attitudes to LGBTQ+ themes
Also worth knowing
  • Gambling is local-licence-only with active ISP/payment blocking of foreign operators, so grey-market iGaming offers are risky — target licensed local brands
  • A huge diaspora plus heavy remittances means diaspora-targeted and Russian-language campaigns can outperform, and the post-2022 Russian relocant/IT inflow raised card usage
  • Unusually high desktop share (~56%) and Telegram as the #1 messenger mean Telegram channels and desktop-friendly funnels matter more here than in most Tier-3 markets.
