Ad regulations

Gambling & betting Banned

BANNED (for locals & online) — Online gambling banned nationwide since 2019; land-based casinos are legal but Khmer nationals are prohibited from gambling in them. Governed by the Law on Commercial Gambling Management (2020). Massive 2025 crackdown on scam-linked casinos/online operations (91+ casinos & 250+ scam sites shut, 13,000+ foreigners deported Jul 2025–Apr 2026). iGaming promotion is high-risk.

Crypto Restricted

RESTRICTED — Exchanges (Binance, Coinbase, OKX) blocked by the TRC (Dec 2024); banks barred from holding 'Group 2' unbacked crypto (BTC etc.). A 2025 licensing framework (Prakas B7-024-735) permits 'Group 1' (approved stablecoins/tokenised securities) under NBC supervision; only RGX & CNX are licensed. Retail crypto marketing is a legal grey zone.

Adult Banned

BANNED — Pornography (production, possession-for-sale, distribution, public display) is illegal under the Law on Suppression of Human Trafficking & Sexual Exploitation (Art. 39); TRC blocks adult URLs; conservative enforcement.

Dating Allowed

ALLOWED — No specific ban; mainstream apps (Tinder etc.) and Telegram-based dating operate, but society is conservative — explicit/sexual creatives risk obscenity rules and platform rejection.

Finance & loans Restricted

RESTRICTED — Microfinance/consumer lending is legal, licensed by the NBC and capped at 18% annual interest (Prakas 2017), but the sector is under intense scrutiny amid a severe over-indebtedness crisis (NPLs ~$4.7B / 8.1% of loans by Jun 2025; HRW predatory-lending reports 2025–26). Misleading/aggressive loan ads are sensitive.

Nutra & pharma Restricted

RESTRICTED — Advertising of medicines, traditional remedies, supplements & medical devices requires Ministry of Health authorization; MOH is actively cracking down on unauthorized health-product ads (Notification No. 2198). Health claims must be pre-approved.
