LEGAL — online casino & sports betting fully legalized and licensed since Law No. 768-IX (2020); the old regulator KRAIL was abolished (law signed Jan 2025) and replaced by PlayCity, a state digital agency under the Ministry of Digital Transformation (operational 2 Jun 2025) that handles licensing, supervision & reporting; advertising is restricted (curbs tightened 2024, esp. protecting servicemen) and operators face sanctions/fines for non-compliance

RESTRICTED — legal but not yet fully operational; the 'On Virtual Assets' law (2022) is passed but not in force pending a tax/VASP framework; Bill No. 10225-d cleared its first reading (Sep 2025) — VASP registration, KYC/AML, NBU & NSSMC oversight, 18% PIT + 5% military levy on fiat conversions; crypto is not legal tender and cannot be used for payments
