Ad regulations
BANNED — gambling broadly illegal for citizens under the Penal Code; online casino-style & card games banned under Decree 147/2024/ND-CP (app stores must block). Only narrow pilots legal: horse/greyhound racing & international football betting (bet cap VND1M, limited provinces) and casinos for locals under a tightly-conditioned pilot (Resolution 8/2025). Massive black market (~VND250T). No advertising whatsoever.
RESTRICTED — newly legalized as property, not payment. Law on Digital Technology Industry (14 Jun 2025, in force 1 Jan 2026) recognizes 'digital/crypto assets'; Resolution 05/2025/NQ-CP (9 Sep 2025) launched a 5-year crypto-market pilot with licensed exchanges (min. charter capital VND10,000B, 49% foreign-ownership cap). NOT legal tender — cannot be used to pay for goods/services. Promotion must avoid misleading claims.
BANNED — pornography illegal under the Penal Code (production, distribution, storage & dissemination of 'obscene material' criminalized, up to several years' prison); sites are DNS-blocked. No adult advertising of any kind.
RESTRICTED — mainstream apps (Tinder, Bumble, local Fika/others) are legal and used, but a conservative society plus obscenity laws & Decree 147 content rules make explicit or hook-up angles risky. Keep creatives modest; romance-scam enforcement is active.
RESTRICTED — banks, consumer-finance & fintech supervised by the State Bank of Vietnam (SBV). P2P lending brought under a controlled sandbox by Decree 94/2025/ND-CP (eff. 1 Jul 2025: credit-scoring, Open API, P2P; loan term ≤2yr, must use CIC data & bank/e-wallet rails). Illegal 'app loans'/predatory lending are a live enforcement target; ads must not mislead.
