BANNED — all gambling is haram and illegal across both zones under Sharia; there are no licensed operators. Offshore betting brands (1xBet/Melbet-style) leak in via mirrors/VPN but promotion is prohibited and blocked
RESTRICTED — no legal framework; the Central Bank of Yemen (Aden) in Jun 2024 prohibited dealings with unlicensed wallets & e-payment services and has warned against crypto. Yet grassroots adoption is high (Yemen ranked ~12th globally in the 2025 crypto index; DeFi ~63% of crypto web traffic) as citizens route around the collapsed banking system via P2P/stablecoins.
