RESTRICTED — legal and licensed (~22 operators; LEPL Revenue Service regulates) with a large domestic industry (Adjarabet/Flutter, Crystalbet/Entain, Europebet, Betlive), but heavily curbed for citizens: minimum age raised to 25 (2022), and public-sector employees, social-benefit recipients and those on the self-exclusion register are banned — ~1.5M people (~40% of adults) excluded; domestic ad limits; a foreign-only online licence (5% GGR tax) was introduced
