Ad regulations

Gambling & betting Banned

BANNED — The Prevention of Gambling Act 1977 plus provincial laws ban gambling; authorities read the ban to cover online betting. The PTA has blocked 184+ betting/gambling sites & apps under PECA 2016 s.37 (1xBet, Dafabet, 22Bet, Bet365, Aviator/Plinko-type games) on FIA/NCCIA referrals, and the 2025 Virtual Assets law is being used against stablecoin-settled betting rings. Despite this, offshore cricket books thrive via VPN/mirror sites — enforcement is patchy

Crypto Restricted

RESTRICTED — In flux from an outright ban toward a licensed regime. Crypto was effectively barred by a 2018 State Bank circular and is still NOT legal tender; but Pakistan created the Pakistan Crypto Council (Mar 2025) and PVARA (Pakistan Virtual Assets Regulatory Authority) under the Virtual Assets Ordinance/Act 2025. In Apr 2026 banks were allowed to service licensed VASPs, and PVARA issued NOCs to Binance & HTX (Dec 2025). Underground P2P adoption (Binance + JazzCash/Easypaisa cash-in) is high pending full licensing

Adult Banned

BANNED — Pornography is illegal; PECA 2016 & PTA content rules underpin the blocking of 150,000+ 'obscene' sites. Deeply conservative Muslim-majority society; same-sex acts are illegal under Penal Code s.377. Treat all adult & LGBT creative as prohibited

Dating Restricted

RESTRICTED — The PTA blocked Tinder, Grindr, Tagged, Skout & SayHi (Sept 2020) for 'immoral/indecent content'; dating apps operate only via VPN among urban youth. Promote only SBP/SECP-licensed products; unlicensed loan-app offers are not permitted

Nutra & pharma Restricted

RESTRICTED — DRAP (Drug Regulatory Authority of Pakistan) governs drugs, health/OTC & food supplements under the DRAP Act 2012. The Therapeutic Goods (Advertisement) Rules 2025 require prior clearance from the DRAP Advertisement Board for any consumer ad, and DRAP warned (Feb 2026) against unapproved medicine/nutraceutical ads on Facebook/YouTube/TikTok/TV making cure claims, referring offenders to the FIA. A large grey market for weight-loss/potency/herbal products exists but health claims are high-risk
